Paradise Valley approves $3.9 million pavement‑preservation program covering Invergordon, Chaparral and several districts

The Paradise Valley Town Council approved a roughly $3.9 million pavement‑preservation program on June 11 to address multiple segments of town roadway, including Invergordon Road, Chaparral Road, District 3 and 6, and a portion of Desert Fairways.

Public Works presented the scope and timeline: a two‑inch mill-and‑overlay and ADA ramp improvements for Invergordon Road (Chaparral to Lincoln) with summer work on the worst sections; asphalt patching and microseal in other Invergordon segments; targeted mill-and‑overlay and microseal treatments on Chaparral and Desert Fairways; and a districtwide program in District 3 that mixes polymer‑modified master (PMM) seal coats with a localized “Liquid Road” application where raveling was more advanced.

Staff emphasized coordination with utility companies and adjacent municipalities (notably Phoenix) to avoid rework where utilities are scheduled to excavate. The schedule staggers work over summer 2026 (Invergordon summer schedule), fall 2026 for District 6 work, and spring 2027 microseal follow-up for some locations. The total contract amount presented was $3,888,159.45 and staff noted budgeted HEERF funds of $4,000,000 (a 3% contingency in the budget).

Council members thanked staff for detailed maps and photos and asked technical questions about trench settlement, warranty windows for utility trench work, and coordination to avoid repeat excavations. Staff said routine warranty and bond requirements protect the town for municipal contracts and that they will continue coordination with utilities and neighboring municipalities to mitigate rework.

Motion to authorize the town manager to execute job order #5 with M R Tanner for $3,888,159.45 passed unanimously.
