Board returns Policy 5503 draft to committee after members flag conflicts and chain‑of‑command questions

At the work session trustees reviewed a 'red' draft of Policy 5503 intended to consolidate several grievance‑related policies. Presenters and policy committee members said the draft contains overlapping provisions with the district’s existing policies (5501 and 5502) and several points of conflict, notably in investigator requirements, disciplinary matrices and the chain of command for complaints.

Trustees raised practical concerns: whether the policy would unreasonably dictate duties that fall under the director's job description, how appeals and independent investigations would be triggered, and how complaints presented directly to board members should be routed. Several members emphasized the importance of preserving established grievance rights under state and federal law while avoiding policy language that contradicts statutory responsibilities.

Board members suggested returning the red draft to the policy committee for detailed reconciliation and recommended scheduling a workshop with the board attorney so trustees can ask specific questions about what board members may or may not do when approached directly by constituents. The board did not adopt Policy 5503 at the session and indicated the item will be revisited after committee work and legal consultation.

Trustees also discussed related administrative items — complaint forms, timelines for investigations, and ensuring employees and parents understand the chain of command. The board asked staff to provide clearer materials for public and staff access (including website updates) and to prepare the refined policy for the July meeting.
