Norwich Township to end contracted fire and EMS service to Brown Township after levy failure

Norwich Township trustees voted on May 20, 2014 to notify Brown Township that Norwich will cease providing fire protection and emergency medical services to Brown Township effective at midnight on May 31, 2015. The motion passed unanimously (Buck-Yes, Earman-Yes, Roberts-Yes; motion #140520.11).
Trustee Larry Earman told the board and attendees that "as of January 2014, Brown Township is in violation of their contract and it is not fair to Hilliard and Norwich Township residents," and urged that the township pursue all options to ensure protection for Brown Elementary, Bradley High School and newly annexed Heritage Preserve. Trustee Charles Wm. Buck said he hoped Brown Township leadership would propose a solution.
The trustees discussed contingency planning, including ensuring coverage for affected schools and neighborhoods if the Brown Township levy was not passed. The board directed staff and the fire chief to continue contingency work and to keep the public informed. The motion directing notice to Brown Township was presented and approved without amendment.
Next steps: staff will finalize the written notice to Brown Township and the trustees indicated they would continue planning for alternate service arrangements and public communications ahead of the May 2015 contract termination date.
