Solid Waste board to seek county match for $63,000 grant to upgrade Chico green-box site

Blakely Atkins told the Park County Solid Waste Board on Feb. 19 that about $63,000 awarded through the National Fish and Wildlife Foundation to the Upper Yellowstone Watershed Group is available to finalize hydraulic lids and related work at green-box sites, but the grant requires a county contribution to complete the full scope.
Atkins said she drafted a proposal and that the grant comes with a spending timeline; she described a rough overall cost for concrete 'z' walls and associated work at roughly $100,000 to $112,000 and said she would try to identify additional grant or in-kind match sources. "So there's about $63,000 available to support this project," Atkins said, adding that she would check the final match percentage with funders.
County staff and board members discussed options for meeting the remaining cost. Board members and staff said the county could either identify remaining dollars in the current solid-waste budget (if available) or program a match into next year’s budget cycle. A staff member said the county would likely need to anticipate "at least $50,000 in next year's budget" if it were to complete the work under the estimates discussed. Board members also discussed implementation timing with Atkins and a contractor contact she recommended who has done similar work in Madison County.
Board members asked that the topic be placed on the next Solid Waste Board agenda as an action item so the board can formally recommend a funding approach and include a request to the Park County commissioners if needed. The board did not adopt a funding commitment at the Feb. 19 meeting; members instead agreed to bring a formal agenda item, refined estimates and proposed funding sources back for a vote at the next meeting.
What's next: The board asked staff to prepare a clearer cost estimate and to return the green-box site funding request as an action item at the next Solid Waste Board meeting so members can decide whether to recommend matching funds or to program the expense in the next fiscal budget cycle.
