Kenosha County panel renews Lily Lake Resort permit with tightened noise conditions

Agent Jill Rzeplinski and Division Director Andy M. Buehler presented the application and told the committee the Town of Wheatland had approved the request with a stipulation that amplified music end no later than 11 p.m. on Saturdays and no later than 8 p.m. on other days, with exceptions for Memorial Day, July 4 and Labor Day. The town’s restrictions incorporate county noise‑control standards in Kenosha County Ordinance Chapter 8.02(6)(d) and section 12.11.040(e).
Neighbor Michael McTernan told the committee he and nearby residents remain concerned about hours and decibel levels for amplified music. Committee members asked staff to monitor and notify them if decibel incidents occur so the committee could review the Conditional Use Permit if necessary.
The committee approved the permit with multiple written conditions, including a requirement that the applicant submit a detailed site plan showing outdoor use areas, parking and landscaping; limits on hours and lighting to prevent disturbance to abutting properties; authorization for ten outdoor live music events from May through October; staging/backdrop requirements to reduce sound and light impacts; compliance with applicable liquor and cabaret license restrictions; adherence to the county noise performance standards; and a requirement that the permit be recorded with the Kenosha County Register of Deeds. The permit is valid for two years and expires August 30, 2028; a renewal application must be submitted by June 5, 2028.
The committee passed the motion unanimously, including the Youth In Governance representative. The county will rely on existing ordinance violation procedures and may recommend revocation if conditions are repeatedly violated.
The permit conditions preserve the county’s enforcement options and require coordination with the Town of Wheatland and other applicable agencies; the committee did not change the town’s earlier limits on amplified music beyond explicitly requiring adherence to county noise standards.
