The Bisbee City Council designated a city-owned, unaddressed strip of land adjacent to 300 Williams Avenue as surplus on Feb. 3 and set a public auction for March 3, 2026, with a minimum acceptable bid of $8,500.
City Planner J. Emanuel Stuart said the approximately 4,255-square-foot parcel dead-ends at another property and had no viable public use such as a future walkway or access point. The Planning & Zoning Commission had unanimously recommended forwarding the acquisition request from Joseph Scott and Deborah McCall to council.
City Attorney Joseph Estes clarified that because the parcel is landlocked it can be sold only to adjacent property owners rather than through a general open auction. The council voted unanimously to declare the property surplus and to set the auction date and minimum bid, with a condition that adjacent property owners be notified of their right to bid.
Councilmembers acknowledged the need to follow statutory notice procedures and confirmed staff would notify adjacent owners about the auction and sale process.
