The Town of Yarmouth Conservation Commission on June 18 continued its review of a Certificate of Compliance for 52 Wilin Road after staff and commissioners found that previously required mitigation plantings were inadequate and that lawn remained within the mitigation strip.
Staff reported that some mitigation plantings had been installed but that lawn between the plantings remained, which prevents the mitigation area from naturalizing. Commissioners discussed acceptable approaches for removing the lawn—covering and killing turf, mechanical removal, or planting plugs—and recommended native groundcover (examples discussed during the hearing) in lieu of turf. Commissioners noted the original Order of Conditions expected mitigation areas to naturalize and that the as‑built submission did not meet that standard.
After discussion the commission voted to continue the COC review and require the property owners to remove or kill the lawn within the mitigation strip and to install native groundcover; the commission set a compliance follow‑up and next hearing date of Oct. 1, 2026, for confirmation of remediation. Staff will supply guidance on acceptable planting mixes and permitted methods and will inspect the site before issuing a certificate of compliance.
Separately, the commission issued a Certificate of Compliance for 37 Moss Road (SE832198) with ongoing conditions after staff confirmed seeding and minor corrections.
