Finance committee adopts minutes, accepts finance reports and approves parks-and-rec reappointments; several vacancies noted

The Finance and Administrative Committee voted to adopt the April 20, 2026 minutes and accepted several monthly finance reports, Commissioner and committee chair Alan Satterman said during the meeting.

Satterman moved to adopt the minutes “as presented” and members approved the motion by voice vote; the transcript records affirmative responses as “I,” but does not provide a numeric vote count. The committee later moved to accept the director of finance report, the tax enforcement officer’s report, and the investment activity report; that motion also passed by voice vote (affirmative responses recorded as "I"; count not specified).

On personnel business, the committee approved reappointments to the Parks and Recreation Advisory Council: Diane DeBalgo, Michael Chabot, and Jillian Cindy Lockton for new two-year terms expiring May 5, 2028. Satterman presented the reappointments and the committee approved them by voice vote; the transcript does not record a numerical tally.

Satterman listed continuing vacancies across township boards and commissions, including four openings on the Historical Commission; a Ward 1 opening on the Advisory Planning Agency; two vacancies on the Human Relations Commission; one Parks & Rec Advisory Council vacancy in Ward 3; and a vacancy on the Uniform Construction Code Local Appeals Board for a structural engineer. He also said the police pension committee and the Upper Moreland–Hatboro Joint Sewer Authority board each have one opening and that those will be added to the next meeting’s list.

“I’m determined to fill them by next month,” Satterman said regarding the vacancies. The committee had no substantive discussion on the finance reports or reappointments and adjourned with the next meeting scheduled to address community development.
