Planning Board authorizes county circulation, sets May 21 public hearing for "The Leaf" site plan

The Town of Newburgh Planning Board voted April 16 to circulate The Leaf New York LLC’s amended site plan to Orange County Planning and to set a public hearing for May 21.
Bruno Hernandez of Minuta Architecture, representing The Leaf, told the Board the project recently received a front‑yard variance and a zoning interpretation about a lockable dumpster. Hernandez asked the Board to declare itself agency, circulate under GML 239 and schedule a May 21 public hearing. Pat Hines (MHE) said the project is a Type II action under SEQRA and recommended County Planning circulation; Planning Board attorney Dominic Cordisco agreed.
Board members focused on lighting consistency, landscaping and site details. Cliff Browne and Stephanie DeLuca recommended using warmer (about 3,000 Kelvin) lighting for consistency and asked the applicant to show specific landscaping details on revised plans. Deborah McCabe stated the business hours will be 8 a.m. to 9 p.m. daily.
The Board moved to circulate to the Orange County Department of Planning and to set the site plan for a public hearing on May 21 (motion by Kenneth Mennerich; second by Stephanie DeLuca). The motion passed on a unanimous roll call vote.
Next steps: staff will submit the county circulation and the Board will consider any county comments at the May 21 hearing.
