City Council approves property sale, budget amendments and YMCA diabetes MOU

North Ridgeville — The City Council on Monday night approved several measures intended to move municipal projects forward and to secure program partnerships before upcoming deadlines. Council adopted ordinance 2026-61 to begin negotiations to sell a small city-owned parcel at Center Ridge Road and Ranger Way to The Shops at Ranger Way LLC, passed an amendment to appropriations for renovation of underutilized office space for Parks & Recreation, approved the city's tax budget for 2027, and authorized a memorandum of understanding with the YMCA of Greater Cleveland to support a diabetes-prevention program.
Council dispensed with additional readings and voted to adopt ordinance 2026-61 with an emergency clause so negotiations can proceed; the mayor said the final sale would return to council for approval. The appropriations ordinance (2026-62) funds a renovation of the former engineering office below council chambers with contractor quotes under the council's $100,000 target. Council adopted the annual tax budget (2026-63) to submit to the Lorain County Budget Commission; the administration requested an emergency clause to meet internal scheduling needs. The YMCA MOU (2026-60) was adopted with an emergency clause so the city can meet a June 30 submission deadline; council members noted the YMCA will provide $10,000 toward program costs.
All four legislative items were carried by roll call votes recorded in meeting minutes. The meeting record shows each measure carried by affirmative roll-call responses from council members present. The mayor and council members said the property sale will proceed to appraisal and negotiation and that any final sale agreement will come back to council for approval. Council did not adopt an emergency clause for the Parks & Rec renovation, allowing roughly 30 days for contractor mobilization.
Council also listed multiple code revisions and code chapter repeals for referral to committees, including a proposed update to the truck-traffic ordinance (2026-64) and a bicycles and motorcycles update (2026-69).
The meeting adjourned after announcements about upcoming events and a potential cooperative repaving project with neighboring Avon to get better bidding prices.
Next steps: negotiated terms for the Center Ridge parcel will return to council for final approval; the administration will submit the tax budget to the county by the July 17, 2026 deadline; and the YMCA MOU submission will proceed to meet the June 30 deadline.
