Planning Board approves viewpoints for visual assessment of Elkay Partners' multi‑family project

The Board approved three public vantage points for photo simulations required in the draft Environmental Impact Statement (DEIS) for the Elkay Partners multi‑family and senior housing site on Brewer Road and directed the applicant to prepare before/after photo simulations at those locations.
Lara Monroe of Engineering & Surveying Properties presented a figure showing three proposed public vantage points for the visual assessment required by the DEIS for the Elkay multi‑family and senior housing project on Brewer Road. The proposed viewpoints are: the site entrance looking up the main drive from Brewer Road, a westward view from Carolina Court (near the emergency access), and an eastward view from Hy Vue Drive.
Pat Hines told the Board these locations are the closest publicly accessible viewpoints and that the western and southern property lines are heavily wooded, meaning there are few other public locations from which the project would be visible. The Board agreed the three locations are appropriate and directed the applicant to prepare photo simulations (before and after) for inclusion in the draft EIS.
No formal vote was necessary; the Board provided consensus approval to the selected viewpoints and the next step is for the applicant to deliver the required simulations for staff and DEIS preparation.
