Planning Board schedules March 19 review of Britain Woods FEIS for 258‑unit project

The Town of Newburgh Planning Board voted unanimously Feb. 19 to schedule further review of the final environmental impact statement (FEIS) submitted for the Britain Woods multi‑family development, a proposed 258‑unit project on Little Britain Road.
Applicant representative Zack Sapo told the Board the team revised the plan to address new New York State Department of Environmental Conservation wetland regulations and has submitted the FEIS for the Board’s review. “We have revised the plan to address any DEC new wetland regulations,” Sapo said, and added he was present "for the acknowledgement" and to answer questions.
Town consultant Patrick Hines and Planning Board attorney Dominic Cordisco recommended allowing one month for the Board’s consultants to review the voluminous FEIS and provide comments. Cordisco cautioned the Board that, unlike a DEIS, “the FEIS, once it is finished, becomes the Board’s adopted document,” and said extra time would allow the FEIS to be aligned with the Board’s views and consultant input.
Based on those recommendations, the Board moved to schedule the FEIS for further discussion on Thursday, March 19. The motion was moved by Dave Dominick and seconded by Stephanie DeLuca; a roll‑call vote recorded all members as "Aye." The Board noted the consultants received the complete FEIS and that the document will be reviewed for completeness and edits to remove consultant opinion language where inappropriate.
What happens next: consultants will review the FEIS and return comments to the Board in advance of the March 19 discussion. The Board did not take a final substantive vote on the project at the Feb. 19 meeting.
