Council hears first reading on fire-station annexation; approves personnel and administrative resolutions

On Feb. 2 the Greenwood City Council put an annexation ordinance for city-owned property on Mount Zion Road (potential fire-station site) on first reading by title only. Staff presented exhibit maps and clarified that water service exists at the site while sewer is on septic; council opted to proceed with the normal three-reading annexation process rather than an emergency adoption.
Council also adopted several routine finance and personnel measures: a resolution implementing an approved budget change to raise certificate/certification pay (from $25 to $35) including an added chief-level certificate; a resolution adjusting the salary matrix to reflect a 2.8% federal cost-of-living adjustment; and the city clerk/treasurer’s procedural rules for 2026. Those resolutions were adopted by roll call.
During department reports council and staff discussed hydrant placement and cost-share policy with the water commission for a hydrant near the Masonic Lodge/performing arts project, and staff encouraged council to participate in outreach for a proposed local sales-tax measure with a town hall scheduled for Thursday.
Votes recorded during the meeting included a motion to adopt the certification-pay resolution and the salary-matrix adjustment (each adopted by unanimous roll-call) and the adoption of the clerk/treasurer procedure rules.
