Norwich Township approves Weaver Park pavilion plan and signs MOU with Hilliard

Larry Earman, chairman of the Norwich Township Board of Trustees, and township staff moved forward with a planned public pavilion at Weaver Park, agreeing to fund design and construction with previously received estate tax and to transfer the finished structure to the City of Hilliard.
Township Administrator Jamie Fisher asked trustees to approve an initial design invoice and later recommended professional engineering services from OHM; trustees accepted OHM’s $18,500 proposal for design and bidding support. The board also approved a memorandum of understanding between Norwich Township, the City of Hilliard and the Hilliard Ohio Historical Society to define construction, funding and post‑completion operation (motion passed #180619.08).
The pavilion will be managed through a design‑bid process the township will oversee; Mrs. Fisher said the project is a prevailing‑wage job and that the township will prepare bid documents and a construction timeline for trustee review. The trustees directed Fisher to develop a timeline covering design, approvals and bidding.
The move followed earlier action to pay a Janco invoice of $5,875 for conceptual design work and to authorize shared costs with the city on site utilities and ongoing expenses. Trustee Charles Wm. Buck said he preferred using OHM for design after checking references; “If the township is going to manage the bidding, we should control cost and retain local oversight,” Buck said.
The MOU approved by the board lays out responsibilities for construction oversight, utilities and insurance: Norwich Township will fund and manage design and contracting and the City of Hilliard will assume maintenance, electricity and insurance once the pavilion is turned over. Trustees asked legal staff to draft the detailed MOU and directed staff to return with bid documents and a firm schedule.
The next steps are final design, bid solicitation and a trustee vote to award construction; no construction contract was awarded at the meeting.
