Council approves Campbell Shores preliminary plat and shoreland PUD for 62 homes near Campbell Lake

The Prior Lake City Council on June 9 approved a preliminary plat and a shoreland planned unit development (PUD) for Campbell Shores, a proposed 62-lot single-family detached neighborhood near Campbell Lake.
Community Development Director Case McCabe told the council the applicant, Pinnacle Family Homes, is proposing a 62-unit development with lots ranging from about 8,600 to nearly 20,000 square feet, a tiered shoreland density system and an average per-lot impervious surface around 30 percent. "The planned unit development plan proposes adjustments to some of our dimensional standards to allow for a 62 unit single family detached residential development," McCabe said.
McCabe said the site includes just under 2.4 acres of wetlands and wooded shorelines; the design preserves significant trees and shoreline and places conservation easements and open space around the lake. The developer requested and the planning commission recommended a variance from the 50 percent open-space requirement to allow 47 percent open space; staff and the council approved that variance in part because the developer is coordinating with Scott County on a nearby intersection project and public trail improvements, which altered the developable area.
The plan includes sidewalks and a trail around Campbell Lake and anticipates utilities and stormwater facilities sized to support the development. Council members who spoke praised the intergovernmental cooperation and the planning commission’s work and moved to approve the preliminary plat and PUD overlay; the council voted to approve the resolution.
The approval is preliminary; the applicant must finalize engineering, stormwater and final plat details before returning for final plan review and recording.
