Planning Commission adopts consent agenda and approves minutes; VDOT funding amendment noted

The Richmond City Planning Commission voted to adopt its consent agenda and approved minutes from two prior meetings, after confirming a quorum and permitting a remote participation request.

Chair (speaker 2) asked for a motion to allow Commissioner Knight to participate virtually; the motion was moved, seconded and the Chair called for the ayes. The motion passed, permitting Ms. Knight to participate from Washington, D.C.

The commission then approved minutes for the December 2, 2025 meeting and the June 2, 2026 meeting by roll-call votes. The Clerk read or called the roll for each vote and multiple commissioners registered 'aye.'

The consent agenda (adopted as a block) included: Ordinance 2026-127, authorizing a special use for 902 North 28th Street to allow one single-family detached dwelling and one single-family attached dwelling; Ordinance 2026-128, authorizing a special use for 3012 Grayland Avenue to allow up to two single-family detached dwellings; Ordinance 2026-129, authorizing a special use for 2518 Grove Avenue for a multi-family dwelling; and Ordinance 2026-147, authorizing the chief administrative officer to accept approximately $295,267 from the Virginia Department of Transportation and amend the FY2025–26 capital budget to increase estimated revenues and appropriate those funds for the Chamberlain Avenue repurposing project.

Chair called the question after hearing no discussion. The Clerk conducted roll-call voting on the consent agenda; commissioners present recorded 'aye' responses and the Chair announced the motion passed and the consent agenda was adopted. No public speakers were identified online during the public-hearing portion on the consent items.
