Northern Lehigh board to review public‑comment rules after members debate responses and speaking limits

After discussion, the Northern Lehigh School District board agreed to refer a review of its public‑comment policy to the policy committee rather than change rules during the business meeting.

The board chair framed the issue by noting the district's current policy allows public input but does not provide for a question‑and‑answer exchange: "it says nothing about question and answer, it says nothing about responding to anybody who's speaking, it's strictly public comment," the chair said. He asked whether the board wanted to preserve that approach or allow responses.

The district solicitor advised that committee meetings are legally separate and that the five‑minute speaking limit generally applies per committee meeting, not aggregated across committees. Several board members said they preferred that the board president act as the board's spokesperson so responses would not devolve into multiple members debating with the public. Others said a board member should be able to indicate a question is answerable.

Members also discussed possible changes to speaking times at committee meetings, with at least one member suggesting shortening committee comments from five minutes to three, and suggested adding a civility and decorum reminder at the start of meetings and clearer posting of rules on the district website so attendees know public comment is not a Q&A session. No formal policy changes were adopted at the meeting; the board asked the policy committee to review options and bring recommendations back to the full board.

The meeting also included administrative items: the chair said the superintendent agreed to postpone his annual evaluation until August to avoid a special July meeting.

The board adjourned after a final motion and voice vote.
