Public-works presenter Chrisley told the board the proposal would standardize hours so sites would be closed Mondays, open Tuesday, Wednesday and Friday–Saturday 9 a.m. to 6 p.m. (with Wednesday shifting to 10 a.m. to 6 p.m. until Oct. 1) and Sunday 2 p.m. to 6 p.m. He said the goal is "to get something that's more uniform for the guys" and to avoid extra trips to repack sites, which currently require additional crews and equipment.
Commissioners and staff discussed multiple implementation issues: whether signage and public notice would be sufficient, how to enforce a residential-only rule at sites, how to prevent commercial dumping from outside counties, and the safety of attendants enforcing rules (staff reported attendants had received threats when telling users to follow site restrictions). Several commissioners requested a dedicated workshop and suggested posting "proposed" hours at each site to give residents time to comment before any October operational changes take effect.
The board approved a motion to post the proposed hours and table the item until a workshop (scheduled for the evening of July 20). Staff agreed to bring engineering estimates for proposed compactor and wall work at Kyler site and to coordinate signage and outreach prior to any change. The vote was taken by voice and recorded as carried.
