Crawford council approves personnel accrual cap, property exchange and several hires

At its May 13 meeting the Crawford City Council approved a personnel policy change limiting vacation accrual, authorized a property exchange with the Robertson family, confirmed several hires and approved appointments including a new council member and council president.
Crawford’s City Council approved a set of administrative measures and personnel actions during its May 13 meeting at the Crawford Library.
On a motion by Council Member Christopher Dean, seconded by Council Member DeBock, the council passed Resolution 2025-03 to clarify the city’s personnel policy, confirming an 80-hour vacation accrual cap and specifying that further accrual pauses until an employee’s balance falls below the cap. City Clerk/Treasurer Teri Miller explained the change as a correction to hours that had exceeded the manual’s intended limits.
The council also approved Resolution 2025-04 authorizing an exchange of property with Rich and Alicia Robertson. The motion, moved by DeBock and seconded by Patti Page, carried with the recorded AYE votes of DeBock, Page and Dean.
Other administrative votes included approval of the consent agenda — which encompassed regular minutes for April 22 and April 30, multiple planning commission building permits, payment of listed bills and the Golf Board recommendation to hire Amanda Cotton — and a motion to add four people to the city’s liquor license. All routine items passed on recorded motions and seconders.
Council members approved hiring decisions recommended by boards: Park Board candidate Chloe Humphries was hired as a seasonal park/cemetery employee at $13.50 per hour and the council approved ordering $641.03 worth of shirts for the Golf Pro Shop. The council also denied a previously proposed purchase of a 2023 20-foot trailer for street and parks work, citing title issues and concerns about the trailer’s suitability and current city finances; Council Member Dean moved to deny the purchase and the motion passed.
Training and leadership changes were also settled. The council approved City Clerk Teri Miller’s attendance at the LNM municipal accounting and finance conference in Lincoln, June 18–20, 2025. Mayor April Grant’s appointee Diane Gaston was confirmed to the council, and the council appointed Patti Page as council president.
Mayor Grant opened and closed the meeting; recorded votes show consistent AYE votes by the three seated council members on most motions. The council adjourned at 8:13 p.m.
