Essex committee reviews other towns’ village district rules, appoints editor for draft language

At its June 15 special meeting the Ad‑Hoc Historic Preservation Study Committee reviewed village district regulations and historic district practices used in other Connecticut towns as examples for shaping a local Village District Proposal.
Peter Coombs relayed information from member Melissa Josefiak about East Lyme’s village-district approach. Mary Ann Pleva referenced Old Lyme’s historic district. Carolyn Field said Farmington’s district aligns with National Park Service guidance and noted that San Antonio’s district sped up application processing by offering an online form that often yields responses within a day or two and that the San Antonio program pairs expedited processing with generous tax credits or abatements to encourage preservation. David Kirsch summarized Madison’s approaches, Jane Siris discussed Guilford’s zoning regulations for historic areas, and Brien Riedell said he would gather more information on Kent’s village district for the next meeting.
Chairman Peter Coombs said the committee will revisit the draft village district language and appointed Carolyn Field to serve as editor for the proposed Village District Proposal, the draft Appendix A (Design Guidelines), and the summary statement to be forwarded to the Planning and Zoning Commission. Coombs also said he will review Deep River’s regulations and report back.
