The Essex Board of Selectmen on June 17 unanimously approved a series of financial recommendations and sinking‑fund withdrawals and voted to recommend a $12,700,000 appropriation for various capital projects to the Board of Finance.
Norman Needleman moved for the resolution recommending the $12.7 million appropriation and authorizing bonds or notes not to exceed $10,000,000 to finance the appropriation after applying any grants; Bruce Glowac seconded the motion, which the board approved unanimously.
Separately, the board approved a Park and Recreation sinking‑fund appropriation not to exceed $32,500 to repair, resurface and paint the Grove Street Park tennis court. The motion to recommend that appropriation to the Board of Finance was made by Bruce Glowac and seconded by Stacia Libby; it passed unanimously.
The board also approved a request to withdraw up to $80,000 from the Police Equipment Sinking Fund to purchase a new police vehicle. Norman Needleman made the motion, Stacia Libby seconded, and the vote was unanimous.
In budget business, Needleman moved and Glowac seconded approval of a supplemental/special appropriation for the 2025–26 fiscal year totaling $223,000 to Public Works operations; the board voted in favor.
These actions were framed as recommendations to the Board of Finance rather than final appropriations; the board did not adopt new long‑term debt directly but authorized the recommendation and bond authorization language for the town’s financing plan. The Selectmen also set a Town Meeting for July 1, 2026 at 4:45 p.m., where voters or the Finance Board may consider related items.
What happens next: The Board of Finance will review the sinking‑fund withdrawals and the recommended capital appropriation and consider any required bonding or voter actions.
