Covington council approves right-of-way contract, modifies appropriations and OKs re-plats; executive session held

Covington Village Council on Feb. 2 voted to authorize several actions needed to advance the Broadway Construction Project, adjusted village appropriations after a utility-billing issue and approved two re-plats, then entered an executive session on property matters.
The council approved Resolution R05-26 authorizing Village Administrator Jordan Hodges to execute a right-of-way agreement with O.R. Colan to begin acquiring property and appraisals for the Broadway Construction Project. The council waived the three-reading rule (motion by Councilmember Julie Blumenstock, second by Jesse Reynolds) and approved R05-26 (mover: Amy Welborn; second: Steven Blei) with all ayes.
Hodges explained and the council approved Ordinance 01-26, a modification to appropriations so the sewer fund can pay utilities after an AES audit and billing error concerning the new wastewater plant in 2025. Hodges said, "AES billed the village in January after the original appropriation had passed and this modification is needed to continue to pay electric for the remainder of the year." The council waived the three-reading rule and approved the ordinance (motions recorded in the minutes) with all ayes.
Council approved two re-plats. Planning Commission recommended approval of PC Case #01-26 (inlot 1272 and part of 1291; parcels H19-011830 and H19-011826) and PC Case #02-26 (inlot 930 and part of 931; parcels H19-009530 and H19-009570), each by 4-0 vote in planning commission. The council waived three-reading rules and approved Ordinance 02-26 and Ordinance 03-26 with all ayes.
Hodges said Resolution R04-26, to contract with Garmann/Miller dba Access Engineering Solutions for engineering on Broadway (water/sanitary reconstruction and US-36 improvements), remains pending and is scheduled for third reading Feb. 17, 2026.
In non-legislative remarks Police Chief Tim Cline said the department staffed extra personnel to assist during the recent water-main break and during a Covington Schools evacuation prompted by a natural-gas smell; he thanked staff and parents for their response. Later in the meeting Mayor Lee Harmon announced an executive session under section 505.10 of the Ohio Revised Code to consider purchase or sale of property; council entered executive session at 8:10 p.m. and reconvened at 8:42 p.m. with no action taken. The meeting adjourned at 8:43 p.m.
