Town narrows business-incentive options, eyes $5,000–$15,000 tenant-improvement grants and short-term vacancy-activation support

Town staff briefed the Economic Development Advisory Committee on proposed business-incentive programs aimed at filling vacant storefronts and supporting tenant improvements, and said legal review is needed before the programs can be finalized.
Staff outlined four initial options from earlier council work—façade/storefront grants, vacancy-activation grants, tenant-improvement grants and relocation assistance—and said legal concerns narrowed immediate attention to vacancy-activation grants (3–12 months of short-term activation such as pop-up retail or seasonal businesses) and tenant-improvement grants. The tenant-improvement proposal in draft would provide grants in the $5,000–$15,000 range for interior buildouts, code-related compliance, fixtures or signage and would operate on a reimbursement basis; eligibility could include a multi-year lease commitment.
Finance and legal teams will complete reviews before the programs are presented to council for approval. Staff said preliminary commitments for incentive funding currently reside in the general fund at about $60,000 and cautioned that the town must structure grants carefully when public funds support private businesses. Committee members asked whether grants would require matching funds and were told the draft language does not specify a match, but staff will confirm during legal review.
