Council backs quick-start placemaking pilots: soccer goals, popup lawn and alley activation

A consultant-led placemaking session framed a short list of low-cost, quickly implementable ideas and asked the council to choose one or two pilots to try this summer. The consultant emphasized community-led, iterative approaches and played a TED talk clip that included the line, "The creative act is in the doing." She said placemaking is often about fostering place attachment with small, visible changes rather than capital projects.

Ideas the council discussed and voiced support for included pop-up soccer goals in Town Park, nautical signal flags on Lake Dillon Drive, bright red Adirondack-style chairs around the town core, activation of the lawn formerly known as Pug Ryan's, a lending library for sports gear, and continued volunteer work on an alley activation. Several councilors raised shade and safety concerns, and staff flagged potential engineering and permitting constraints for large shade structures.

Council members registered show-of-hands support for multiple items; the presenter and staff said volunteer efforts and events already in motion (an alley volunteer day and donated furniture for the alley) could be integrated into the pilot approach. "Placemaking is not a capital project...it's something you can try, and if it doesn't work, you learn," the presenter told the council. Several members urged quick, visible moves this summer and asked staff to coordinate with EDAC and volunteers on logistics and any needed code compliance.

The council did not take formal action but asked staff to advance coordination and return with implementation steps for the pilots.
