St. Paul council approves landfill appointment, NDOT certification, transfers and consent items; police department awarded $11,000 grant

At its Dec. 1 meeting the St. Paul City Council approved Resolution 2025-14 naming Council member Bill Peters as the City of St. Paul representative to the Loup Central Landfill board, with Council member Katie Kowalski named as the alternate; the resolution passed 4-0.
The council also approved Resolution 2025-15 and authorized Mayor Mike Feeken to sign the Nebraska Department of Transportation (NDOT) "Year End Certification of City Street Superintendent" required by Neb. Rev. Stat. §§39-2302 and 39-2511–39-2515. The council recorded Brian Friedrichsen as the city’s Street Superintendent for calendar year 2025; the motion passed 4-0.
The consent agenda — minutes, Planning Commission minutes and the Dec. 1 disbursement list — was approved unanimously. The disbursement list included payroll and operating expenses and several large items shown in the minutes such as a bond payment to BOK Financial for $266,131.93; a loan payment to the Nebraska Department of Water, Energy & Environment for $100,719.88; and park grant contracts to McCarty Construction ($49,350 and $27,700). Council approved transfers to Insured Cash Sweep (ICS) accounts: $30,000 (Keno MM to Keno ICS), $15,000 (Sewer MM to Sewer ICS), $60,000 (25% Infrastructure to ICS) and $75,000 (Fire Station proceeds to ICS). The transfer motion was moved by Council member Bill Peters and seconded by Mark Wilson and passed 4-0.
Chief of Police Daniel K. Howard reported department items including a grant from the Suzanne and Walter Scott Foundation (Jack Lewis Safety Fund) for $11,000 to purchase an Intoximeter, and that traffic fines are doubled near St. Paul Public School with signage to be purchased. Utilities Superintendent Matthew Helzer briefed the council on snow removal planning, and said the America Tower lease will be reviewed at the Dec. 15 council meeting; he also noted the Purple Wave auction deadline of Dec. 2 for sale of city property.
Mayor Feeken said City Clerk Connie Jo Beck will move funds within NPAIT into a three-month investment and that IBEW 1597 union wage language for sewer positions will be forwarded to the union representative Ed Thompson. The meeting adjourned at 7:01 p.m.
