St. Paul council adopts sewer-rate ordinance unanimously; water-rate ordinance passes 3-1

The St. Paul City Council on Dec. 1 adopted two ordinances altering municipal utility rates. Ordinance No. 1066, which amends Chapter 3 Section 3-245 pertaining to sewer rates, passed unanimously. Ordinance No. 1065, which amends Chapter 3 Section 3-131 pertaining to minimum water rates, was introduced, the council waived three readings and approved final passage by a 3-1 vote; Council member Mark Wilson cast the lone dissent.
Council member Jerry Woodgate introduced both ordinances and led the motions to waive the three required readings. Council member Katie Kowalski moved to waive readings for Ordinance No. 1065; Council member Bill Peters seconded. For final passage of No. 1065, Woodgate moved and Peters seconded; Kowalski, Peters and Woodgate voted to approve while Wilson voted no. For Ordinance No. 1066 the council voted 4-0 for final passage.
Both ordinances, per the meeting record, are scheduled to take effect Jan. 1, 2025. The meeting minutes state that conflicting ordinances or parts thereof are repealed and that publication will follow as required by municipal procedure.
The council did not record extended debate in the minutes beyond the procedural waiving of readings and the roll-call votes. The ordinances will be published according to municipal code and take effect as listed in the adopted language.
