Jerry Woodgate elected St. Paul council president; mayor's 2025–26 appointments approved

The St. Paul City Council elected Jerry Woodgate as council president for the term Dec. 1, 2025–Dec. 7, 2026, after Mayor Mike Feeken opened the Dec. 1 meeting and called for nominations. Mark Wilson nominated Woodgate; nominations were closed and the council voted 4-0 in favor.
Council members also approved a request that the mayor sign letters to add the new council president to the city’s signature cards at Homestead Bank, Citizens Bank & Trust and the Nebraska Public Agency Investment Trust (NPAIT). The motion to authorize the signature-card updates passed unanimously.
After those procedural items, the council voted 4-0 to approve Mayor Feeken’s slate of 2025–2026 city appointments. The published list of appointments includes City Clerk/Deputy Treasurer Connie Jo Beck; Deputy Clerk Laura Berthelsen; City Attorney Drew A. Graham (Svehla Law); City Treasurer Sally Einspahr; Chief of Police Daniel K. Howard; Utilities Superintendent Matthew Helzer; City Engineer/Street Superintendent Brian Friedrichsen; and other department heads and board members. Mayor Feeken expressed appreciation for volunteer board and commission members who serve the city.
The council’s approvals at the Dec. 1 meeting were procedural and carried by recorded voice votes. The meeting was opened with a statement about compliance with Nebraska’s Open Meetings Act and adjourned at 7:01 p.m.
