Ordinance review committee asks Select Board to prioritize two state-required changes

Heather Roberts, chair of the ordinance review committee, briefed the Select Board on the committee’s prioritized list of ordinance updates and highlighted two items driven by state action.
Roberts said the committee recommends making LD1829, a housing-related statutory change that Mount Vernon must adopt by July 2027, a top priority. She said the committee also recommended LD11763, which restricts non-water-dependent floating structures (commonly called houseboats) and has been effectively prohibited since September 2025, be prioritized.
The committee noted state grant funding previously helped cover legal and printing expenses for LD2003 and that similar grant opportunities may be available; Susan reported a postponed state Zoom meeting about grants due to weather. Roberts said the committee will begin work on those state-driven changes immediately and will provide prioritized feedback on local items including solar-height restrictions for small/accessory systems, buffer/fence language for small lots, shoreland fireworks dates, electronic signage relaxations for the fire company, animal-control enforcement and dock-size alignment with commercially available products.
Board members asked the committee to return with prioritized, actionable recommendations in time for the fall cycle and public hearings; Roberts said the committee meets the second and fourth Wednesdays and will post materials under committee documents.
