Little Flock council appoints Alderwoman, approves FEMA extension and adopts meeting procedures

The Little Flock City Council met Jan. 21, 2025, at Sunshine School and took several procedural and funding actions, including appointing Sherry Moncrief to the vacant Alderwoman seat for Ward 2 Position 2 and approving a 30-month extension request from FEMA for City Campus construction.
The meeting was called to order at 6:00 p.m. by Mayor Jeff Van Sickler. Council Members Debb Formanek, Chris Cantwell and Natalie Tibbs were present; Robert Phillips was recorded absent and the mayor voted to establish a quorum. Recorder/Treasurer Richard Crow presented the December 31, 2024 Treasurer's Report showing a General Fund balance of $4,162,901.56 and a Street Fund balance of $850,232.17; the council approved the report unanimously among those present.
On unfinished business, the council discussed a service proposal from Preferred Office Technologies and questions about CJIS/ACIC compliance for that vendor and Laserfiche. Council Member Chris Cantwell moved to table the proposal indefinitely; Council Member Debb Formanek seconded and the motion passed with Phillips absent.
Under new business, the council unanimously certified the 2024 election results and the residency qualifications of newly elected officials (motion by Council Member Debb Formanek; second by Council Member Chris Cantwell). The council then voted to appoint Sherry Moncrief as Alderwoman for Ward 2 Position 2 (motion by Council Member Debb Formanek; second by Council Member Natalie Tibbs).
The council approved a 30-month extension request from FEMA for City Campus construction (motion by Council Member Chris Cantwell; second by Council Member Debb Formanek). Council members noted that, according to the discussion, project funding would likely not take place until 2026.
The council directed ER Assist to submit a 75/25 Arkansas State Hazard Mitigation Grant application seeking $75,000 to purchase a generator to support the new City Hall (motion by Council Member Debb Formanek; second by Council Member Natalie Tibbs); that motion carried. A separate request to direct ER Assist to apply for a $40,000 75/25 grant to buy a weather alert siren system was discussed but no motion was made, so the request did not advance.
Council Member Chris Cantwell moved and Council Member Debb Formanek seconded adoption of Resolution 2025-001, adopting City Council meeting procedures; the resolution passed. There were no bills over $10,000 to approve.
Mayor Van Sickler announced that an RFQ for a construction manager went live Jan. 19, with plans to select a manager at the February meeting; he also noted the street department's new tar machine has arrived and the mayor is serving on a Benton County disaster response committee. The council adjourned at 6:25 p.m.
