Staff reports: NG911 grant, GIS updates, cell-tower application and rising permits

Land Information staff reported an NG911 grant to fund server and program updates and upload of 2025 aerial photos; zoning staff noted a new cell-tower application under review, progress on comprehensive planning outreach, septic enforcement notices and an uptick in permits and phone inquiries.
Land Information and zoning staff updated the Marquette County Planning & Zoning Committee on April 2 about grants, technical issues and rising permit activity.
Megan Stalker, Land Information Director, said the county met requirements for a GIS NG911 grant tied to quarterly updates to GEOComm’s GIS Data Hub; she said the grant will be used to update servers and software that support NG911 services. Stalker reported that an ESRI software update has caused layer-loading issues on the county HUB site and that staff are working with technicians to resolve them. She also said the office is uploading the county’s 2025 3-inch aerial photos to the state site to improve access for consumers.
Zoning Administrator Jean Potter reviewed year-to-date revenue figures and told the committee that a new cell-tower application is currently under review. Potter also described the county’s approach to community engagement as part of ongoing comprehensive planning work and summarized enforcement activity, including notices sent for failed septic systems and plans for annual septic maintenance notices.
Zoning Technician Zach Hughes reported that Marquette County is participating in a new Central Sands district created by the Wisconsin County Code Administrators, that Marquette’s permitting software received positive reports relative to other counties, and that both a DSPS POWTS workshop and an increase in phone and walk-in activity reflect a growing spring building season and permit volume.
Committee members reviewed vouchers and recorded no other business. The committee adjourned at 9:31 a.m.
