Council fails to advance conditions on Kwik Stop Class D liquor license; clerk to consult state regulator

Council member Katie Kowalski then moved to approve the license without any stipulations; that motion also failed for lack of a second. City Clerk Jo Beck said she will contact the Nebraska Liquor Control Commission about whether the city may impose conditions on a Class D license.
