Plain City council approves annexation, speed-limit change and emergency hiring ordinance; minutes approval saw two abstentions

During a special Plain City Council meeting Nov. 18, 2024, councilmembers voted on several formal actions, approving an annexation ordinance, a speed-limit change and emergency hiring legislation.

On the second reading, Council approved Ordinance 25-2024 to accept the annexation petition for approximately 331.267 acres from Jerome Township, Union County, into the Village of Plain City and declared an emergency; the motion to approve was moved by A. Lewis, seconded by T. Harriman and passed unanimously.

Council also approved Resolution 52-2024 to amend the posted speed limit on Plain City Georgesville Road to 25 miles per hour (moved by J. Sintz, seconded by T. Harriman; unanimous approval).

On new business Council considered Ordinance 26-2024, which establishes terms and conditions of employment for the Plain City chief of police. Council first voted to waive the second reading (motion by A. Lewis, second by J. Sintz) and then voted to approve the ordinance and declare an emergency (motion by T. Harriman, second by K. Ferguson); both motions passed unanimously.

Earlier in the meeting Mr. A. Lewis moved and Mr. J. Sintz seconded approval of the Nov. 11, 2024 minutes; that motion passed with four yeas and two abstentions (Ms. K. Ferguson and Mr. T. Harriman). Resolution 53-2024, authorizing donation of abandoned bicycles, was introduced on first reading and no final council vote was recorded in the minutes.

Council repeatedly entered executive session under Ohio Revised Code Section 121.22(G)(1) to consider the compensation of a public employee; each motion to enter and exit executive session was seconded and carried by unanimous consent. The meeting adjourned at 9:25 p.m.
