Allegany County to install 100-foot courthouse flagpole; funding from Local Assistance Fund discussed

The Ways & Means Committee approved a resolution to purchase and erect a 100-foot American-made flagpole on the county courthouse grounds after hearing a presentation from County Superintendent of Public Works Thomas Windus.

Windus said the proposed 100-foot pole is needed to meet the Eisenhower Act requirement that a flag be placed higher than the tallest building; the existing pole meets the requirement for the main building but not for a new building. The committee reviewed supplier drawings and a quote; Windus said options include mirroring the existing flagpole across the main sidewalk or placing the new pole in the center of the yard with additional sidewalk.

Administrator Carissa Knapp said approximately $100,000 is available from the Local Assistance and Tribal Consistency Fund (received in 2023) to pay for the project. Knapp said some of the county’s 250th Anniversary funds could be used to buy the flag itself but not to fund the entire pole. Legislator Janice Burdick asked whether multiple quotes were obtained; Windus indicated additional quotes are being solicited. Windus also said the existing pole would likely remain in place for ceremonial or military honor flags.

Legislators asked whether the flag would be illuminated at night; Windus said the Eisenhower Act requires illumination. The committee approved the request on a motion by Legislator Demick, seconded by Legislator Healy. The matter will be brought before the full Board for final approval and appropriation.
