Plain City Council approves 2025 appropriations, wage-scale change and a package of ordinances

Plain City Council approved the village's final appropriations for 2025 and several related budget and personnel measures at a brief Dec. 9 meeting that also cleared multiple contracts and public-improvement acceptances.
The council passed Ordinance 27-2024, adopting final appropriations for current expenses and other expenditures through Dec. 31, 2025, and approved Resolution 60-2024 to amend the village employee wage scale. Both measures were moved by Council President M. Terry and carried by unanimous consent.
Mayor Jody Carney also presented a Certificate of Recognition to Public Works employee Mark Schlosser on the occasion of his upcoming retirement, praising his "excellent work ethic and dedication to the Plain City community." Village Administrator Haley Lupton reported there were no remaining questions on the 2025 budget ahead of the ordinance's second reading and thanked council for supporting the proposed wage increase.
Council approved a number of additional items in a single block of unfinished- and new-business motions. Those approvals included: - Ordinance 28-2024, amending Chapter 905 (Sidewalks) of the codified ordinances; - Ordinance 29-2024, establishing a moratorium on the processing and issuance of mobile vendor licenses and declared an emergency; - Resolution 54-2024, authorizing the Village Administrator to award the Plaza at Public Square contract to J&J Schlaegel; - Resolutions 56-2024 and 57-2024, accepting public improvements for Madison Meadows sections 2A/2B and 3A/3B; - Resolutions 58-2024 and 59-2024, accepting public improvements constructed for Darby Station sections; and - Resolution 55-2024, authorizing the sale of impounded vehicles.
In new business the council waived second readings and approved Ordinance 30-2024, a supplemental appropriation and amendments to the 2024 budget, and approved Resolution 61-2024, authorizing appropriation of temporary easements on Perry Pike. Council also moved to extend the lease with the tenant at 134 Church Street for two years; the motion passed by unanimous consent.
Police Chief Dale McKee told the council the hiring process to fill two patrol vacancies will begin with interviews expected in January; Officer Fritz has completed the first phase of field training and is expected to finish the second phase by late January 2025. Lupton said village staff is coordinating with the Mid-Ohio Water and Sewer District on communications for a billing update scheduled for March 2025. Lupton also noted that agenda items for 340 W. Main Street were withdrawn by the applicant from the Board of Zoning Appeals.
The council entered executive session at 6:45 p.m. under Ohio Revised Code Section 121.22(G)(2) to consider the purchase of property for public purposes; attendees included Administrator Haley Lupton, Finance Director Renee' Sonnett, Police Chief Dale McKee, Director of Law Paul-Michael La Fayette, and Mr. Dreier. The council exited executive session at 6:51 p.m. and adjourned that same minute.
