Plain City council to extend adult-use cannabis moratorium pending state rules

Village Administrator Haley Lupton told Council the current moratorium is set to expire Feb. 26, 2025, and that local impacts, including potential revenue per dispensary, depend on future state guidance. "If the moratorium expires, dispensaries would become legal," Lupton said, noting limited rulemaking from the Division of Cannabis Control so far.
Council members expressed broad support for an extension. President M. Terry and other councilors said they favor more time to review zoning and revenue implications. Mayor Jody Carney said she supports extending the moratorium and "would prefer a permanent prohibition" on dispensaries in the village.
Staff recommended a 12-month extension to allow local officials to evaluate state rules and potential zoning provisions; Lupton said she will prepare the necessary legislation for Council consideration. No formal vote on an ordinance occurred at the meeting; Council took direction for staff to draft the extension.
