Committee OKs commissioning contract for new DPW facility and three-year generator maintenance agreement

At the June 3 meeting, the Allegany County Public Works Committee approved three administrative actions to support county facilities: a commissioning-services contract for the new Department of Public Works facility, a three-year scheduled maintenance contract for backup generators, and a budget transfer to cover diesel fuel expenses after a switchgear failure at the jail.
County Superintendent of Public Works Thomas Windus requested the commissioning-services award to Salas O’Brien Consulting and Engineering, which submitted the lowest responsible proposal at $19,800. Windus said commissioning will begin about May 2027 and continue until completion; he asked that the Chairman of the Board be authorized to execute the contract pending County Attorney review of terms and conditions. The committee approved the resolution on a motion by Legislator Dwight “Mike” Healy, seconded by Legislator John Ricci.
Windus also presented a three-year maintenance contract with Stark Tech for scheduled maintenance of backup generators at county-owned facilities, priced at $44,394.73. Windus said the contract excludes major repairs and that maintenance line items will be charged to the specific department budget codes listed in the quote. The contract will begin in July 2026. Committee members asked whether the procurement required a separate bid; Windus said the county is piggybacking on the Equalis bid. Questions addressed how many generators are covered (Windus referenced eight generators in the quote) and whether maintenance obligations duplicated other pending requests (the Sheriff’s Office had a related request for tower generators).
Separately, the committee approved a budget transfer of $7,775 from A3152.412 (Jail Repairs Real Property) to A3152.422 (Jail Gasoline/Oil/Propane) to cover diesel fuel to run jail generators while the switchgear problem was addressed.
All three requests were approved and will proceed to formal resolution preparation or execution pending County Attorney review as noted at the meeting. The committee scheduled a site walkabout for the DPW Shop on June 10 to view construction progress.
