Arkansas Legislative Council adopts subcommittee reports, approves personnel reassignment and reviews DHS contract

The Arkansas Legislative Council met Dec. 19 in Little Rock and adopted several standing subcommittee reports by voice vote, including the Administrative Rules, Hospital/Medicaid/Developmental Disabilities, Lottery Oversight, Performance Evaluation and Expenditure Review (PEER) and Uniform Personnel Classification and Compensation Plan subcommittees.
Representative Matthew Shepherd presented the Administrative Rules Subcommittee report and the council adopted it by voice vote. Senator Jane English presented the Hospital, Medicaid, and Developmental Disabilities Study Subcommittee report, and Representative Justin Gonzales presented the Lottery Oversight Subcommittee report; both reports were adopted by voice vote.
The Uniform Personnel Classification and Compensation Plan Subcommittee reported approval of Item 4: reassignment of 51 positions from the Division of Corrections to Department of Correction Shared Services to support a new recidivism reduction system. Representative Les Warren moved adoption of the subcommittee report and the motion passed by voice vote.
During review of the Review Subcommittee report, members set aside one contract — Item #7, Department of Human Services, Division of Children & Family Services contract with Evident Change — for separate consideration. Representative Ryan Rose moved to adopt the Review Subcommittee report while taking a separate vote on the Evident Change contract. Senator Bart Hester moved review of the Evident Change contract; after discussion the council passed that review by voice vote.
Several routine communications were also filed or referred (see timeline). The meeting adjourned at 10:10 a.m.
