Board approves FlexiPave surface, staff says it will reduce maintenance in Formal Gardens

The Waukesha Board of Public Works on April 17 approved a contract to install flexible porous pavement (FlexiPave) in the Green Park Formal Gardens, selecting alternate 2 after a staff recommendation and a presentation by Parks staff.
Public Works staff said the project received only one bid and recommended the alternate that places a flexible porous pavement in walkway areas. "It's very environmentally friendly," Mark Schram, the new Customer and Administrative Services Manager for Park Rec Forestry, told the Board, describing FlexiPave as a recycled-rubber-and-stone surface that is porous, slip‑resistant, freeze‑thaw resistant, ADA‑compliant and low maintenance. He added it can handle "up to 4 inches of water per hour," which staff said makes it preferable to crushed limestone or permeable concrete in this setting.
Committee members asked about the material's performance during occasional standing-water events in the garden; staff said the material is porous and easy to clean after flooding. One Committee member cautioned against "material creep"—restricting use of FlexiPave to this project rather than broadly across the city's parks.
The Board approved the contractor recommendation for alternate 2. Staff recorded the contract amount for the selected alternate as $238,365.
