Larchmont trustees rejoin regional watershed council, authorize temporary stipends and set two public hearings

At its Feb. 23 meeting the Village of Larchmont Board of Trustees voted to rejoin the Long Island Sound Watershed Intermunicipal Council, approved an amended stipend package for interim staff duties, adopted the 2026 events calendar and scheduled public hearings on a potential tax-levy override and park conduct rules.
The Village of Larchmont Board of Trustees on Feb. 23 approved a series of administrative measures, including rejoining the Long Island Sound Watershed Intermunicipal Council and authorizing temporary stipends to cover vacant positions.
Administrator Katzen told the board the LISWIC membership would return Larchmont to a regional forum for shoreline protection, stormwater management and funding coordination; the board moved, seconded and approved the intermunicipal agreement by voice vote.
Katzen proposed and the trustees approved an amendment to a stipend resolution that expands temporary pay for three responsibilities: an acting village treasurer stipend of $601.53 per week, $200 per week for FOIL (Freedom of Information Law) management while the deputy village clerk position is vacant, and $300 per week for building department support and land-use coordination. Katzen said the stipends will cease when the village hires and trains the necessary staff.
The board also approved the village's 2026 events calendar, submitted by Recreation Director Rusty Birdwell, and authorized the administrator to publish the dates on the village website and social media.
On the budget schedule, the trustees set a public hearing in March on a proposed local law authorizing a real property tax levy in excess of the New York State tax cap. Mayor Ellen said setting the hearing "doesn't necessarily mean at this time that we are planning on exceeding the tax cap," noting the budget review was still underway.
The board also scheduled a public hearing on a proposed local law to amend the Village of Larchmont code regulating conduct in village parks. Both hearings were set by motion and approved by voice vote.
In other business, the board reviewed approvals from prior work sessions, including a $10,000 contract authorization for ProAcademic Partners to assist in recruiting a village treasurer, the appointment of Britney O'Neil as registrar of vital statistics and licensing agent, and authorization for the administrator to solicit cloud disaster-recovery services pending comparative review.
The meeting record shows the motions were moved, seconded and carried by voice vote; the transcript records "Aye" for all votes with no recorded opposition.
The board adjourned after approving payment of bills in Batch 424297 totaling $313,968.47. The village will publish hearing notices and materials ahead of the scheduled hearings.
