Staff recommends BBS Architects for Harbour Island master plan funded by Climate Smart grant

Kathleen reported that an internal review committee recommended BBS Architects for the Harbour Island master plan RFP; the project would be funded under a Climate Smart Communities grant. “We conducted an RFP process and received… proposals… we are recommending BBS architects,” Kathleen said, noting the proposal fits the grant budget and the firm has relevant Westchester experience.
Staff said the scope will include three public meetings, stakeholder interviews and a phased plan that can be implemented in stages rather than requiring full funding upfront. Trustees discussed prior planning history — a 2004 plan that was never adopted because of implementation constraints — and welcomed an updated, implementable study that accounts for utilities, pipes and sea‑level rise and erosion risks in the harbor.
The board agreed to include the item on the regular agenda for further action and to proceed with scheduling and consultant negotiations for any optional add‑ons.
