The Mamaroneck Town Board voted on Feb. 4, 2026, to authorize the town to join and to execute the intermunicipal agreement and bylaws for the Long Island Sound Watershed Intermunicipal Council (LISWIC), a proposed regional group of about 14 municipalities aimed at coordinating flood mitigation and stormwater management.
Board members described LISWIC as a vehicle for regional cooperation, helping municipalities work together because "floodwaters don't really know where the boundaries are between municipalities." A member said it will broaden grant opportunities and enable the towns to "come up with creative solutions" across upstream and Soundshore communities, listing White Plains and the village of Harrison as participants.
A motion authorizing the town supervisor to execute the LISWIC IMA and bylaws was offered and carried on voice vote. The board emphasized that membership and participation will be regional and that county legislators have been attending meetings as nonmembers to monitor and hear community concerns.
The IMA is intended to improve coordination on flood mitigation and stormwater runoff and to present a unified approach when seeking grants and best practices from state or federal sources.
