City Manager Ana Urquijo delivered a comprehensive project update at the April 8 meeting outlining several major infrastructure efforts tied to commercial corridor improvements and port‑of‑entry work.
Urquijo said a RAISE grant valued at approximately $23.5 million is moving through the Arizona Department of Transportation as a pass‑through; the award covers resurfacing work on nine commercial corridors identified in the city's application and staff expect an RFP for design within weeks. She reported the Chino Road realignment reached a milestone with a completed sewer line crossing that will connect to the new commercial land port of entry, and that the State Route 80 wastewater and sewer extension project to Cochise College and the port is underway with contractor KEG performing utility work.
Construction at the city's asphalt plant has progressed to eight completed footings; a crane is expected soon to lift plant components. Water Well No. 18 at Fifteenth Street Park is ahead of schedule and expected to be operational by late August; a preconstruction conference for Well No. 20 at the water campus near Cochise College is planned for April 15. Urquijo also reported a fueling station by Allsup has obtained a grading permit and is pursuing final building permits.
Staff noted a Safe Streets for All complete‑streets study is underway with a consultant selected and said the study is being coordinated with the RAISE corridors. Downtown revitalization and historic‑preservation outreach are active, including an exposition to connect merchants with preservation and financing resources and pursuit of Certified Local Government status to qualify for preservation funding.
At the meeting Mayor Pro Tempore Ray Shelton asked staff to place a port‑of‑entry progress update on the next agenda, and Council Member Richard C. Acosta requested that the update include the number of local Douglas residents employed on the port construction project. Urquijo acknowledged follow‑up would be provided.
