Committee receives updates on AB 1598, SB 1445 and pending rulemaking; AB 1598 would extend registration period if signed

Board legislative manager Roseann Helms updated the committee on board‑sponsored and tracked legislation and on regulation projects.
Helms described AB 1598 (Assemblymember Quirk‑Silva), the board’s sponsored bill to extend the period that supervised‑experience credits remain valid from six to seven years, extend registration duration, and to allow a one‑time, two‑year hardship for associates to work in one private practice under a subsequent registration number. She said the bill passed a second policy committee and will next go to appropriations; if it reaches the governor and is signed, the bill’s effective date would be Jan. 1, 2027.
She also summarized SB 1445 (the committee/omnibus bill) which contains technical, modernization and cross‑section corrections; certain proposed substantive changes (for example, child‑abuse assessment language and some human sexuality coursework modernization) were deferred because the omnibus vehicle must remain technical. The committee will continue to work on those issues in workforce and education review forums.
On rulemaking, Christy Burger reported continuing‑education regulations are in DCA final review and staff will seek a Jan. 1 implementation date; an English‑as‑a‑second‑language additional‑time exam proposal is in production review; AMFTRB national LMFT exam review is on hold pending an August board review; and licensed educational psychologist experience requirements are in production review.
No committee action was required on the updates; staff said it will return with further updates as bills advance and as rulemaking items proceed through DCA and OAL.
