Douglas council selects TYLin for federally funded safety action plan and complete-streets study

The Douglas Mayor and Council on April 22 approved Resolution No. 26-1731, selecting TYLin to develop a Safety Action Plan and Complete Streets study funded by the federal Safe Streets and Roads for All (SS4A) grant. Karl Rockwell said eight proposals were received and an internal four-member panel ranked TYLin highest based on regional experience and planned community engagement.
Rockwell described the SS4A-funded study as examining motor-vehicle safety, pedestrian and alternative-transportation infrastructure, and Americans with Disabilities Act compliance across city streets. City staff said the study complements — and was described in grant materials as supporting — the city’s earlier RAISE grant for nine commercial corridors; because SS4A funding arrived after the RAISE submission, staff intend to shift the $500,000 originally budgeted for a study in the RAISE package toward construction and use SS4A funding to complete the safety plan corridor by corridor.
Resident Steven Helffrich asked whether A Avenue’s exclusion from the RAISE corridors was appropriate; staff said A Avenue received recent work and other corridors ranked higher by pavement condition indices. Council voted unanimously to approve the consultant selection and authorize the contract, and staff said TYLin is expected to begin work promptly after contract execution.
