Staff described the project scope—full roadway reconstruction, curbing and sidewalks—and highlighted the challenge of maintaining flow on a 12-inch and a 20-inch main that serve as major transmission lines. An alternative bid item would install a class-4 epoxy liner inside the 20-inch transmission main rather than fully replace the pipe; staff said the liner can be installed with three test pits and a refrigerated truck that inverts an impregnated sleeve into the pipe, then cures it with steam or hot water before CCTV inspection and reconnection at test pits. The lining approach reduces excavation, traffic impacts and overall construction footprint, the presentation said.
Board members discussed the technical trade-offs and noted the epoxy option will be weighed against a full pipe replacement when bids are opened and evaluated.
