Board approves $139,000 change order to support lead service-line inspections

The Wata Water Board voted June 16 to approve change order number two for Woodward & Curran, adding $139,000 for resident-inspection time tied to the system’s lead service-line replacement program. The board was told the change order is funded through grant sources and will not increase customer rates.
Staff reported the current contract covers 200 lead-service replacements, with slightly more than half complete. The board heard that staff expects the present contract to be finished by late July and that a second contract for roughly another 200 services will go to bid late summer or early fall. Funding discussed included roughly $600,000 remaining in the wind grant and a federal earmark described at about $1.092 million secured through the congressional delegation’s offices.
Board members and staff also discussed outreach and enforcement steps to reach nonresponsive properties. Staff described a sequence of contact efforts already made (mailings, phone messages, door hangers) and said they are weighing options that could include service-discontinuance procedures, prominent door notices with short deadlines, and a possible nonresponse fee; staff said some enforcement options may require an ordinance or review by city council to implement.
The board approved the Woodward & Curran change order on a voice vote. Staff emphasized that denials from customers are recorded separately from unknown-status properties and that inspections remain the immediate priority.
