Duncan council approves waterline contracts and selects firm for general plan update

DUNCAN, Ariz. — The Duncan Common Council on July 15 unanimously approved three contract awards for town projects and heard updates on local infrastructure and community events.
The council voted to accept Rutherford Diversified Industries' bid for the Duncan Waterline Connection and separately approved Rutherford Diversified Industries for the Duncan Waterline Crossing. The council also selected Upfront Planning & Entitlements, LLC to perform a general-plan update for the town. Each motion was moved, seconded and approved unanimously during the meeting; roll-call tallies were recorded as unanimous for the votes.
Mayor Blake moved the motion to approve the general-plan update bid and thanked residents and staff for recent community events. "I am looking forward to the Hispanic Chamber of Commerce mixer at Discovery Park on Thursday from 6 to 8 p.m.," Mayor Blake said during his report, and he praised those who organized the recent parade.
Joan Johns Billingsley, representing the PRIDE Society, thanked the town for donating lamp-post decorations and singled out a volunteer by first name, saying, "We really do appreciate it, and thank you to Jill for helping put them up." The council also heard a report from the town manager on several public-works items, including replacement doors and toilets at the park bathroom; removal of playground equipment with new shade scheduled later in the month; pending permits and funds for a leaking water line; a planned AZDOH schedule for early August to perform needed work; and progress on a planned mural and pool maintenance.
On a property inquiry, the council determined Parcel 50028065A is an easement and granted Bill Cull permission to park on the property while he remodels his house; the minutes note "no action required" for that item. The council set its next regular meeting for Aug. 14, 2025, at 4:00 p.m., and adjourned at 4:50 p.m.
The meeting agenda listed a sheriff's report but the sheriff was not present. Mayor Blake also mentioned Marquez Peterson as "one of the commissioners on the Arizona Corporation" who will speak on economic development and energy policy at an upcoming event; that phrasing is from the meeting record and was presented by the mayor during his report.
