The Yerington City Council voted on multiple administrative and financial items during the March 9 meeting.
Consent agenda: Council approved the consent agenda, which included payment of previously submitted bills (checks referenced in the packet) and the minutes from the Feb. 23 regular meeting. Councilman Nick Beaton moved and Councilman Omar Lopez seconded the consent motion; Mayor John J. Garry called for no objections and the consent items were approved.
PILOT novations: Interim City Manager Jerry Bryant grouped two novation items. For Southwood Associates, staff described a five-year novation to maintain annual PILOT payments (the packet shows a current $1,650 payment with a description of an increase to $2,000 during the novation); Nevada Rural Housing’s Sean Huser spoke to the partnership and rehabilitation plans for Yerington Manor. Councilman Beaton moved to approve the Southwood novation (agenda item 5); the motion passed unanimously.
The YM Associates novation (agenda item 6) — a 17-year novation applicable to specified APNs — was moved by Councilman Beaton and seconded by Councilman Lopez. Public commenter Robbin Biggs said residents in apartments were being taken advantage of; the minutes record the council approved the YM Associates novation by a 3–1 vote, with Councilman Matthew Galvin opposed. The transcript does not record the fourth affirmative voter's name explicitly; minutes list all five council members were present.
Franchise agreement and procurement items: Council approved a five-year franchise agreement with D & S Waste Removal, Inc. for municipal waste services; the agreement includes an annual rate adjustment mechanism and a cap tied to the West Coast CPI. Councilman Lopez moved the motion and Councilman Beaton seconded; the item passed unanimously. Council also considered a quoted purchase for a bulk water station controller (packet includes an EleMech quote listing an FS-20 controller at $13,750) as an agenda procurement item.
Budget workshop: Staff noted upcoming Department of Taxation deadlines and proposed March 20, 24 or 25 for an all-day budget workshop. Councilman Matthew Galvin moved to set March 24, 2026 as the date and the motion passed unanimously.
Department reports: Public Works Director Paul Shapiro reported new kennel installations and street repairs earlier in the minutes; the meeting adjourned at 10:41 a.m.
Recorded actions in the minutes serve as the formal record of these approvals and the vote tallies shown in the minutes.
