Union City Borough Council approved several routine contracts and policy updates at its July 23 meeting at First Global Methodist Church. Council accepted a $5,000 quote from Mansfield to repair and reconnect a pipe at a sinkhole in Municipal Lot No. 1, awarded the Devereaux Park/French Creek Trail project to Vavala Concrete for $84,774, approved clarifying language on anonymous requests in the borough’s Right‑to‑Know rules, and adopted a resolution authorizing an application for Broadband Ready Community designation and appointing the Erie Area Council of Governments as the borough’s Municipal Broadband Champion.
The storm sewer repair decision followed two bids: McLallen Construction at $6,800 and Mansfield at $5,000. The borough will supply pipe and fittings, estimated at about $5,000. Streets Supervisor Bob Phillips reported dye testing had shown stormwater getting into sanitary lines near Hogan’s Alley and said crews would camera lines up to the Salvation Army to better locate the problem before the work proceeds. Councilor James Kerns moved to accept Mansfield’s quote; Councilor Steadman seconded and the motion carried unanimously.
Bids for the Devereaux Park/French Creek Trail project produced a low bid from Vavala Concrete at $84,774. Councilor Osborn moved to award the contract to Vavala; Councilor Steadman seconded and the motion carried unanimously.
Solicitor Wachter recommended an update to the borough’s Right‑to‑Know Rules and Regulations to clarify handling of anonymous requests; Councilor Osborn moved to approve the recommended change and the council adopted it without objection. Council also adopted a resolution authorizing staff to apply for Broadband Ready Community status and to name Erie Area Council of Governments as the municipal broadband champion; Councilor Kerns moved, Councilor Winkler seconded, and the motion carried unanimously. The meeting adjourned at 6:38 P.M., and an executive session to discuss personnel and contracts followed; no action was taken in executive session.
The borough manager announced a July 30 meeting to present health insurance options, National Night Out plans for Aug. 6, and that a USDA grant application had been withdrawn for lack of funding. Council discussed but did not yet set a temporary change to meeting days pending solicitor availability.
