The Mount Kisco Village Board on June 30 voted unanimously to schedule a public hearing for 7 p.m. on Monday, July 14, 2025, on a proposed local law regulating Battery Energy Storage Systems (BESS) in the village. Mayor J. Michael Cindrich read into the record the amendment under consideration and relayed comments from Chief Hollis of the Mount Kisco Fire Department about BESS safety concerns.
The hearing was introduced by Deputy Mayor Theresa Flora, who moved to place the matter on the July 14 agenda; Trustee Angie Guerra seconded the motion, which passed 5-0. Village Planner Jan Johannessen told the board the proposed local law requires State Environmental Quality Review (SEQR) and completion of Part I of the Environmental Assessment Form (EAF) as the next procedural step before the board may adopt any local law.
Building Inspector Peter Miley also provided background on preparatory work completed to date and on technical considerations the board should expect during review. Mayor Cindrich, while reading the fire department comments, emphasized the board’s interest in ensuring public safety and full review before final action.
The board did not take final action on the proposed law; instead it set the public hearing to gather community input and to allow staff to complete the SEQR paperwork and compile any additional materials, including technical documents, for the board’s consideration. The hearing will be held July 14 at 7:00 p.m. in the Frank J. DiMicco Board Room and via the meeting’s published streaming links.
